Professor Sheila Salmon - Trust Chairman

Sheila Salmon

Professor Sheila Salmon, Chairman at Mid Essex Hospitals since April 2010 was re-appointed for at least a further two years by the NHS Trust Development Authority in April 2016.

Sheila, who was previously chair of the North East Essex Primary Care Trust, has more than 30 years' comprehensive experience in health and social care and has been the Dean of Health at Anglia Ruskin University.  She has represented the Nursing and Midwifery Council on numerous quality and standards visits to British Universities and their partner NHS Trusts.  Sheila holds an appointment as Emeritus Professor of Health Services Development and has considerable previous experience both as an Appointed Foundation Trust Governor and as a Non-Executive Director.

Clare Panniker

Clare Panniker

Clare Panniker joined the Trust as joint Chief Executive (with Basildon) in April 2016. Prior to that she had been CEO of Basildon alone from 2012. Prior to joining Basildon, Clare was CEO of North Middlesex University Hospital for nine years.

A registered nurse, Clare also has a business degree, and has worked in the NHS for more than 25 years. 

Clare mentors other aspiring NHS leaders, from both clinical and management backgrounds. The Chief Executive is the Accountable Officer for the Trust and carries full responsibility for the Trust's performance, forward planning and leadership of the executive team and clinical directors.

Manny Lewis

Manny Lewis 

Manny Lewis began his career in 1981, working as a management trainee for the Inner London Education Authority (ILEA), following his successful completion of a B.A. in law at University College London. He than gained a Masters degree in Manpower Planning before being appointed Head of Recruitment at Lewisham Council.

He moved to Waltham Forest where he was Head of Education Personnel, followed in later years with promotions to top jobs as Assistant Director for Education in Birmingham (1990), Head of Personnel and Democratic Services at Thurrock Council (1997), Executive Director, GLA (2001), Interim Deputy Chief Executive at London Development Agency (LDA) in 2003, before becoming the permanent Chief Executive in 2004. He has been the Chief Executive of Watford Borough Council since July 2009.

Nick Alston - Non-executive director, MEHT

Nick Alston CBE 

Nick was re-appointed as a Non-Executive Director on 18th August 2015 to serve a second four year period. 

He began his career as a Royal Naval Officer after reading sciences at Cambridge University. He then served as a senior civil servant in defence and security, including eight years as an Executive Director of his department. In 2006 he joined a leading global investment bank as a managing director, retiring in early 2011. 

In 2012 Nick was elected as the first Police and Crime Commissioner for Essex and after standing down in May 2016 at the end of the first term, he was appointed by Anglia Ruskin University as Chair of the Institute of Policing for Eastern Region.

He has lived in the Chelmsford area since 1965 and was appointed CBE in 1997.

Karen Hunter

Karen Hunter 

Karen’s appointment began on 1st June 2012 and she will serve on the Trust board until 2018. She has vast experience in the health service, both within the NHS and the private sector.  Having begun her career as a nurse in 1980, working at Oldchurch Hospital in Romford, Essex, Karen worked her way up to senior roles in a number of London Teaching University Hospitals.

Following her very successful healthcare career, Karen set up her own executive coaching and consultancy business. She has worked closely with NHS London, National Specialised Commissioning, four London Trusts, numerous PCTs, Community Trusts and the London Cardiac and Stroke Networks in conducting service reviews and making recommendations for improvements.

Karen lives with her husband and son in Westcliff-on-Sea. In her spare time she is Youth Team Manager at Westcliff Rugby Club, and enjoys reading, yoga, walking and gardening. 

Karen is also the Board Non Executive Director lead for “Duty of Candour”

Colin Grannell - Non-executive director, MEHT

Colin Grannell 

Colin brings to the Trust expertise from the commercial sector and a wealth of knowledge from the financial services sector and marketing expertise. Colin was born and raised in Salford, and joined Midland Bank in 1973 and made his way through the branch network in Manchester before appointments in Midland Access and Manager of Group Card Payments strategy.

He joined Visa Europe in 1990 fulfilling various senior management roles. He headed Chip Card Payment Services at Visa HQ in San Francisco and returned to the UK as Managing Director of Visa UK Limited where he was responsible for the strategic direction and business development of Visa business in the UK. Colin was appointed Executive Vice President Visa Europe, Head of Partnership Marketing in 2006.

He is a Fellow of the Institute of Financial Services School of Finance and was voted Card and Payments Industry Personality of the Year 2012. Colin retired from Visa in November 2012 to seek several Non-Executive roles.

Colin is also Chair of the Audit Committee.

Parm Phipps

Parm Phipps 

Parm Phipps has over 15 years’ extensive experience operating at board level in a variety of roles within highly regulated and complex organisations.

An accountant by training, she is a seasoned executive with significant profit and loss responsibility and a proven track record of success in leading transformational change that has delivered outstanding business performance.

Prior to her appointment at the Trust, Parm has gained extensive experience working for the BBC, TV Digital Switchover Helpscheme, and P&O Cruises.

Her current role at the BBC as Finance Business Partner for TV channels has seen Parm creating a transformation financial strategy to move BBC3 away from a traditional TV service to an alternative digital multi-platform offering. As well as securing Board approval for the proposals she extensively communicated the change to key stakeholders.

Parm has worked across a number of roles, including as a fundraiser, finance partner, transitional change manager and finance business partner.

Celia Skinner - Chief medical officer

Celia Skinner 

Celia Skinner joined Basildon and Thurrock Hospitals NHS Foundation Trust as Medical Director in February 2012.

Celia obtained her Fellowship from the Royal College of Physicians in 2001 and specialises in genito-urinary medicine, particularly the treatment of HIV/Aids. Celia is also BTUH’s Director of Infection Prevention and Control (DIPC).

Diane Sarkar - Chief nursing officer

Diane Sarkar joined BTUH as Director of Nursing in 2010.

After training at The Royal Free Hospital in London, Diane has worked in a number of nursing and management roles in acute hospitals in London and Essex.

James O’Sullivan - Chief financial officer

James O’Sullivan 

James joined Southend University Hospital NHS Foundation Trust as Chief Financial Officer in April 2014.

During his early career, James qualified as an accountant while working in the oil industry. He has also worked in other sectors, latterly spending 18 years with EDF Energy, and has held a number of finance director roles over the years.

Immediately prior to joining SUHT he was a Non-Executive Director at East Sussex Healthcare NHS Trust.

James doesn't just see finance as number crunching. For him it's about supporting and empowering people to do things that make a difference.

Tom Abell - Chief transformation Officer

Tom Abell 

Tom Abell joined BTUH in October 2015 as Deputy Chief Executive.

He was previously Chief Officer of NHS Basildon and Brentwood Clinical Commissioning Group. He is an important addition to the Trust board, bringing valuable experience of health commissioning.

Tom has been involved in several major service transformation and improvement programmes during his career. He has a special interest in the role that technology and new ways of working can play in improving health outcomes for patients, while making maximum use of valuable resources.

Lisa Hunt - Managing director, MEHT

Lisa Hunt 

Lisa joined Mid Essex Hospital Services NHS Trust in June 2016, and has a clinical background with over 32 years' experience in health service delivery across primary and secondary care. 

Lisa has held a number of senior roles within the NHS including Chief Operating Officer, Deputy Chief Executive and Interim Chief Executive.

Mary Foulkes OBE - Chief human resources director

Mary Foulkes OBE 

Mary joined SUHT as Director of Organisational Development and Human Resources in January 2015.

Her career spans the private, public and third sector and includes previous NHS experience as Human Resources Director for East London NHS Foundation Trust.

Mary was awarded an OBE in 2003 for her charitable work and services to diversity. She is committed to improving staff engagement, which in turn will have a positive impact on the quality of patient care.

Carin Charlton - Chief estates and facilities officer

Carin Charlton 

Carin joined Mid Essex Hospital Services NHS Trust in 2012 as Director of Estates and Facilities Management,  and was appointed to the role of Director of Strategy and Corporate Services in 2015. In October 2016 Carin was seconded to the role of Director of Environment and Infrastructure at Basildon & Thurrock University Hospitals NHS Foundation Trust in addition to her role at MEHT.  

Carin was appointed to the Joint Executive Group in February 2017 as the Chief Estates & Facilities Officer as the Board Director responsible for all estates and facilities services, land & property management and strategic estates planning across Mid Essex Hospital Services NHS Trust; Basildon & Thurrock University Hospitals NHS Foundation Trust and Southend University Hospitals NHS Foundation Trust.

Carin has worked both clinically as a dietician and in a range of senior management and director roles during her 17 years of NHS experience. Carin obtained an MBA in management in 2006 and completed the Yale Health & Social Care Strategic Leadership Programme in 2016.

Martin Callingham - Chief information officer

Martin Callingham 

Martin initially trained as a nurse at the Royal London Hospital, working in the A&E departments in and around north east London and Harlow.

He made the move into site management and discharge planning services at Whipps Cross Hospital before beginning a role in Newham as Head of Modernisation, implementing the first electronic patient records in 2004. He progressed to the role of Chief Information Officer at Newham responsible for IT, information coding and data quality and following the merger of Barts Hospital and Whipps Cross, Martin was responsible for clinical systems across six hospital sites. 

Martin joined Mid Essex in August 2014 to help deliver, maintain and grow the use of technology and information across the Trust and to move towards a full electronic health record.

James Day

James is a law graduate from the University of Southampton who qualified as a Solicitor in 1983. 

He has been a litigation partner in private legal practice, an Assistant County Secretary with Essex County Council, and Secretary of Colchester and East Essex Co-operative Society. 

After a period as Head of Corporate Affairs for the newly formed East of England Co-operative Society, James joined the NHS in 2007, first as Secretary of Princess Alexandra Hospital Harlow and since 2011, as Secretary of MEHT.
