The Joint Working Board (JWB)

As part of the new governance arrangements between Basildon and Thurrock University Hospitals Trust, Mid Essex Hospitals Trust and Southend University Hospitals Trust, a Joint Working Board (JWB) has been established.  The JWB is made up of a committee of each of the three Trusts to which responsibilities have been delegated by each Trust Board. The JWB does not replace the three Trust Boards who remain ultimately accountable for the performance of each organisation. 

The JWB has been formed to provide an opportunity for members of each Trust Board to work together to undertake strategic planning and make decisions about the delivery of high quality care across all three Trusts.  This is essential if we are to redesign services across Mid and South Essex.  The JWB will become the focus for the majority of board-level decision making for the three Trusts, while remaining fully accountable to the Trust Boards.

The inaugural meeting in public of the Joint Working Board was held at 2.00pm on Wednesday 1st February 2017 in Rooms B2/B3, Education Centre Basildon Hospital, Nethermayne, Basildon, Essex SS16 5NL

Nigel Beverley - Chairman, BTUH

Nigel Beverley - Chairman, BTUH

Nigel has a long and successful career in health management, mainly in the NHS, having held a number of chief executive positions in hospitals in Essex and London. He also has experience in commissioner roles at a regional level and healthcare business development.

Nigel’s experience in the NHS has provided him with a range of areas of expertise including performance improvement, change management and transformation. Having retired as a CEO last year, Nigel is very keen to continue his contribution to the NHS in his role as chairman.

Elaine Maxwell - NED, BTUH

Elaine Maxwell - Non-Executive Director, BTUH 

Elaine Maxwell was appointed as a non-executive director in April 2014.

Elaine is a registered nurse and worked in hospitals and as a health visitor before moving into quality management. She was executive director of nursing at Dorset County Hospital NHS Foundation Trust from 1999 to 2003 and at Barking Havering and Redbridge University Hospitals NHS Trust from 2004 to 2007 before undertaking her PhD and moving into academic roles. Elaine is currently principal lecturer in leadership at London South Bank University.

Elaine is also a trustee of the Florence Nightingale Foundation, a trustee of Island Health Trust and a member of the Editorial Board of the Journal of Research in Nursing.

John Govett - NED and Senior Independent Director, BTUH

John Govett - Non-Executive Director and Senior Independent Director, BTUH

John Govett was appointed as a non-executive director in April 2012.

A former head of marketing at Tesco, commercial board director at P&O and deputy CEO at Surrey County Council, John has held various non-executive director roles, and is currently group chief executive of Ixion Holdings (Contracts) Ltd (part of Anglia Ruskin University) and chairman of Paragon Concord Ltd.

Sheila Salmon - Chairman, MEHT

Sheila Salmon - Chairman, MEHT

Professor Sheila Salmon, Chairman at Mid Essex Hospitals since April 2010, was re-appointed for at least a further two years by the NHS Trust Development Authority in April 2016.

Sheila, who was previously chair of the North East Essex Primary Care Trust, has more than 30 years' comprehensive experience in health and social care and has been the Dean of Health at Anglia Ruskin University. She has represented the Nursing and Midwifery Council on numerous quality and standards visits to British Universities and their partner NHS Trusts. Sheila holds an appointment as Emeritus Professor of Health Services Development and has considerable previous experience both as an Appointed Foundation Trust Governor and as a Non-Executive Director.

Nick Alston - Non-executive director, MEHT

Nick Alston - Non-Executive Director, MEHT

Nick was re-appointed as a Non-Executive Director on 18th August 2015 to serve a second four year period.

He began his career as a Royal Naval Officer after reading sciences at Cambridge University. He then served as a senior civil servant in defence and security, including eight years as an Executive Director of his department. In 2006 he joined a leading global investment bank as a managing director, retiring in early 2011.

In 2012 Nick was elected as the first Police and Crime Commissioner for Essex and after standing down in May 2016 at the end of the first term, he was appointed by Anglia Ruskin University as Chair of the Institute of Policing for Eastern Region.

He has lived in the Chelmsford area since 1965 and was appointed CBE in 1997.

Colin Grannell - Non-executive director, MEHT

Colin Grannell - Non-Executive Director, MEHT

Colin brings expertise from the commercial sector and a wealth of knowledge from the financial services sector and marketing expertise. Colin was born and raised in Salford, and joined Midland Bank in 1973 and made his way through the branch network in Manchester before appointments in Midland Access and Manager of Group Card Payments strategy.

He joined Visa Europe in 1990 fulfilling various senior management roles. He headed Chip Card Payment Services at Visa HQ in San Francisco and returned to the UK as Managing Director of Visa UK Limited where he was responsible for the strategic direction and business development of Visa business in the UK. Colin was appointed Executive Vice President Visa Europe, Head of Partnership Marketing in 2006.

He is a Fellow of the Institute of Financial Services School of Finance and was voted Card and Payments Industry Personality of the Year 2012. Colin retired from Visa in November 2012 to seek several Non-Executive roles.

Alan Tobias OBE - Chairman, SUHT

Alan Tobias OBE - Chairman, SUHT

Alan joined SUHT in December 2011 from his former position of chairman at West Essex PCT.

He is a qualified solicitor with a strong record of senior management, both in the public and private sector. For 16 years he was the London Boroughs' Chief Executive and latterly chairman of an IT company.

Alan, who lives in Buckhurst Hill, was also Chairman of Essex Probation Service for six years and a board member of Springboard Housing Association as well as a trustee to two charitable trusts.

Tony Le Masurier - Non-executive director, SUHT

Tony Le Masurier - Non-Executive Director, SUHT

Tony joined the Trust board in December 2012.

Tony's background is in senior management in the aviation and travel industry, serving as a Director and CEO of several large international companies over three and a half decades.

More recently, he acted as interim chief officer for Southend Association of Voluntary Services (SAVS) for two years, and was a Non Executive Director of the local Primary Care Trust for eight years, holding the position of Vice Chairman for three of those. He is currently a local magistrate and the chairman of a local care home charity that operates three homes in the borough of Southend.

Gabrielle Rydings - Non-executive director, SUHT

Gabrielle Rydings - Non-Executive Director, SUHT

Gabrielle is our newest NED and joined the Trust board in May 2016.

Gabrielle is a qualified accountant who previously worked at the National Audit Office, the Parliamentary watchdog that audits public spending and evaluates the value for money of government projects and programmes. Gabrielle was a member of the NAO Board for ten years with specific responsibility for policy, communications and relations with Parliament and Government.

Gabrielle lives in Leigh-on-Sea and is also a trustee and board member of Southend Association of Voluntary Services (SAVS).

Clare Panniker - Chief executive

Clare Panniker - Chief Executive

Clare Panniker is joint Chief Executive of Basildon and Thurrock University Hospitals NHS Foundation Trust, Mid Essex Hospital Services NHS Trust and Southend University Hospital NHS Foundation Trust.

A registered nurse, Clare also has a business degree and has worked in the NHS for more than 25 years.

As Chief Executive and Accountable Officer for the Trust, Clare carries full responsibility for the Trust's performance, forward planning and leadership of the Executive Team and Clinical Directors.

Tom Abell - Chief transformation Officer

Tom Abell - Chief Transformation Officer

Tom Abell joined BTUH in October 2015 as Deputy Chief Executive. 

He was previously Chief Officer of NHS Basildon and Brentwood Clinical Commissioning Group. He is an important addition to the Trust board, bringing valuable experience of health commissioning.

Tom has been involved in several major service transformation and improvement programmes during his career. He has a special interest in the role that technology and new ways of working can play in improving health outcomes for patients, while making maximum use of valuable resources.

Martin Callingham - Chief information officer

Martin Callingham - Chief Information Officer

Martin initially trained as a nurse at the Royal London Hospital, working in the A&E departments in and around north east London and Harlow. 

He made the move into site management and discharge planning services at Whipps Cross Hospital before beginning a role in Newham as Head of Modernisation, implementing the first electronic patient records in 2004. He progressed to the role of Chief Information Officer at Newham responsible for IT, information coding and data quality and following the merger of Barts Hospital and Whipps Cross, Martin was responsible for clinical systems across six hospital sites. 

Martin joined Mid Essex in August 2014 to help deliver, maintain and grow the use of technology and information across the Trust and to move towards a full electronic health record.


Carin Charlton - Chief estates and facilities officer

Carin Charlton - Chief Estates and Facilities Director

Carin joined Mid Essex Hospital Services NHS Trust in 2012 as Director of Estates and Facilities Management and was appointed to the role of Director of Strategy and Corporate Services in 2015. In October 2016 Carin was seconded to the role of Director of Environment and Infrastructure at Basildon & Thurrock University Hospitals NHS Foundation Trust in addition to her role at MEHT.  

Carin was appointed to the Joint Executive Group in February 2017 as the Chief Estates & Facilities Officer as the Board Director responsible for all estates and facilities services, land & property management and strategic estates planning across Mid Essex Hospital Services NHS Trust; Basildon & Thurrock University Hospitals NHS Foundation Trust and Southend University Hospitals NHS Foundation Trust.

Carin has worked both clinically as a dietician and in a range of senior management and director roles during her 17 years of NHS experience. Carin obtained an MBA in management in 2006 and completed the Yale Health & Social Care Strategic Leadership Programme in 2016.


Mary Foulkes OBE - Chief human resources director

Mary Foulkes OBE - Chief Human Resources Director

Mary joined SUHT as Director of Organisational Development and Human Resources in January 2015. 

Her career spans the private, public and third sector and includes previous NHS experience as Human Resources Director for East London NHS Foundation Trust. 

Mary was awarded an OBE in 2003 for her charitable work and services to diversity. She is committed to improving staff engagement, which in turn will have a positive impact on the quality of patient care.


James O’Sullivan - Chief financial officer

James O’Sullivan - Chief Financial Officer

James joined Southend University Hospital NHS Foundation Trust as Chief Financial Officer in April 2014. 

During his early career, James qualified as an accountant while working in the oil industry. He has also worked in other sectors, latterly spending 18 years with EDF Energy, and has held a number of finance director roles over the years.

Immediately prior to joining SUHT he was a Non-Executive Director at East Sussex Healthcare NHS Trust.

James doesn't just see finance as number crunching. For him it's about supporting and empowering people to do things that make a difference.


Diane Sarkar - Chief nursing officer

Diane Sarkar joined BTUH as Director of Nursing in 2010.

After training at The Royal Free Hospital in London, Diane has worked in a number of nursing and management roles in acute hospitals in London and Essex.


Celia Skinner - Chief medical officer

Celia Skinner - Chief Medical Officer

Celia Skinner joined Basildon and Thurrock Hospitals NHS Foundation Trust as Medical Director in February 2012.

Celia obtained her Fellowship from the Royal College of Physicians in 2001 and specialises in genito-urinary medicine, particularly the treatment of HIV/Aids. Celia is also BTUH's Director of Infection Prevention and Control (DIPC).


Claire Culpin - Managing director, BTUH

Claire Culpin - Managing Director, BTUH

Clare joined BTUH in March 2017 from Kettering General Hospital NHS Trust where she worked for more than four years, most recently as Acting Chief Executive.

Clare has responsibility for direct operational management at the Trust and is part of the joint management team of the three hospital Trusts in the Essex Success Regime – Basildon, Mid Essex and Southend.

A trained nurse, Clare has worked both in hospital and community services in the UK and overseas. Her first leadership role was as Matron at the Hospital for Tropical Diseases before moving into practice development and infection prevention and control for UCL Hospitals and local PCTs. She has held a number of deputy director and executive director roles including Director of Nursing and Quality, Director of Strategy and Corporate Governance and Deputy CEO.

Lisa Hunt - Managing director, MEHT

Lisa Hunt - Managing Director, MEHT

Lisa joined Mid Essex Hospital Services NHS Trust in June 2016, and has a clinical background with over 32 years' experience in health service delivery across primary and secondary care.

Lisa has held a number of senior roles within the NHS including Chief Operating Officer, Deputy Chief Executive and Interim Chief Executive.


Yvonne Blücher - Managing director, SUHT

Yvonne Blücher - Managing Director, SUHT

Yvonne joined SUHT as Chief Nurse in October 2015 from Barts where she was Deputy Chief Nurse for Quality and Governance. Prior to this she spent 10 years as Director of Nursing and Quality at Princess Alexandra Hospital in Harlow.

She completed her nurse training and began her NHS career at Basildon Hospital before later specialising in cardiac care. She then moved north to Barnsley where she was instrumental in setting up first aid centres in the pit mines with defibrillators. She later worked in the USA and New Zealand as well as with the Department of Health on the Essence of Care standards.

Yvonne is a fellow of the Institute of Health Improvement and has a real passion for engaging staff to ensure patients get the best possible outcomes.
