Chief Executive
Malcolm Stamp CBE
Malcolm Stamp was appointed as the Trust’s permanent Chief Executive on 17 March 2011.
Malcolm joined the Trust in August 2010 as the Director of Transformation and took up the post of Acting Chief Executive on Wednesday 5 January 2011.
Malcolm has over 37 years experience in the National Health Service, including Chief Executive posts at the Norfolk & Norwich University Hospital, Cambridge university Hospitals, Royal Liverpool University Hospital, Liverpool Health Authority, Crewe Health Authority and the provider agency for NHS London. He has also worked in New Zealand as the Chief Executive of a large health board.
Chairman
Sheila Salmon
Professor Sheila Salmon was appointed as the new Chairman of Mid Essex Hospital Services NHS Trust for a period of four years from 1 April 2010
Sheila, who was previously chair of the North East Essex Primary Care Trust, has more than 30 years' comprehensive experience in health and social care and has been the Dean of Health at Anglia Ruskin University. She has represented the Nursing and Midwifery Council on numerous quality and standards visits to British Universities and their partner NHS Trusts. Sheila holds an appointment as Emeritus Professor of Health Services Development and has considerable previous experience both as an Appointed Foundation Trust Governor and as a Non-Executive Director.
Medical Director
Ronan Fenton
Dr Ronan Fenton was appointed as the new Medical Director at Mid Essex Hospital Services NHS Trust on 18 March 2011.
Dr Fenton is a specialist consultant in Anaesthetics and has worked at the hospital for 12 years.
Chief Operating Officer
Russell Harrison
Russell joined the Trust on 1 October 2010 as the chief Operating Officer.
Previously he was the Director of Delivery at West Hertfordshire NHS Trust for three years.
In his careen, spanning over 10 years in the NHS, Russell has worked in both senior operational and commissioning roles. He has also worked across acute, community and mental health sectors gaining a wide variety of knowledge of these interact. Russell has also been a PFI project Director in the past for a small community hospital.
Prior to commencing in the NHS Russell worked in the independent Health sector and overseas for a brief period.
Executive Director of Business Development & Performance
Matt Bushell
Matt joined Mid Essex Hospitals NHS Trust in October 2010 as the Executive Director of Business Development and Performance. Matt is also the Trust’s Security Management Director and Senior Information Risk Officer.
Matt joined the Board of Health Enterprise East as a Non Executive Director in December 2011.
Matt has a post graduate degree in Operational Research & Management Sciences and has spent 20 years working for NHS organisations in Essex. His previous post was Deputy CEO and Director of Commissioning and Business Delivery at North East Essex Primary Care Trust. The organisation won the East of England’s Health and Social Care Award for ‘Excellence in Commissioning’ in both 2009 and 2010.
Before that Matt was the Joint Director of Commissioning for Witham, Braintree & Halstead Care Trust and Chelmsford PCT. Matt is an Associate Governor for a Primary School and lives in Chelmsford with his wife and four children.
Chief Nurse
Paul Reeves
Paul Reeves joined the Trust in April 2011 as the Director of Nursing and Patient Experience.
Paul, a qualified registered general nurse, has extensive acute hospital experience in general management and professional nurse leadership.
Previously he was the Director of Nursing and Clinical Practice at Ealing Hospitals NHS Trust and prior to that he was the Deputy Director of Nursing at University College London NHS Foundation Trust.
Director Of Finance
Nick Gerrard
Nick Gerrard joined the Trust on 3 May 2011 as the Director of Finance.
Nick was previously Director of Finance at Suffolk Mental Health Partnership NHS Trust, where he worked from 2007. Nick has many years experience working in senior financial roles within the NHS.
Non Executive Director
Manny Lewis
Manny Lewis began his career in 1981, working as a management trainee for the Inner London Education Authority (ILEA), following his successful completion of a B.A. in law at University College London. He than gained a Masters degree in Manpower Planning before being appointed Head of Recruitment at Lewisham Council.
He moved to Waltham Forest where he was Head of Education Personnel, followed in later years with promotions to top jobs as Assistant Director for Education in Birmingham (1990), Head of Personnel and Democratic Services at Thurrock Council (1997), Executive Director, GLA (2001), Interim Deputy Chief Executive at London Development Agency (LDA) in 2003, before becoming the permanent Chief Executive in 2004. He has been the Chief Executive of Watford Borough Council since July 2009.
Non Executive Director
Brian Goodwin
Brian was reappointed as Non Executive Director of the Trust for a second term from 1st February 2009.
Brian, who lives in Chelmsford, is a qualified mechanical engineer and worked for 40 years in the oil industry. Brian has wide experience in business, and commercial and marketing issues. He has also worked at national level to improve the position of underrepresented people.
He is the chair of the financial and hospital redevelopment committee.
Non Executive Director
Stewart Wallace
Stewart qualified as a Social Worker in 1971 and has gained wide experience in the South East as a practitioner, policy advisor and senior manager before joining Harlow Council as Director of Community Services.
In 1992 he was appointed as Development Director at Surrey Oaklands NHS Trust and subsequently held operational responsibility as General Manager for the group. Following a short return to Social Services heading an Adult Care department, Stewart entered the private sector with Board level appointments in both health and social care organisations listed on the London Stock Exchange. Stewart lives in Wickham Bishops and has a long association with Mid Essex.
Non Executive Director
Robert Kirton
Robert is a very experienced finance professional, having held senior posts within a number of public bodies, including Hertfordshire Community NHS Trust, South London Healthcare NHS Trust, The Healthcare Commission, Great Ormond Street Hospital, Dartford & Gravesend NHS Trust, Hammersmith & Fulham PCT and the British Library.
In each of these roles Robert has been a member of the Audit Committee. He is also a Fellow of the Association of Chartered Certified Accountants.
Non Executive Director
Nick Alston CBE
Nick’s appointment began on 14 September 2011 and he will serve on the Trust board for a period of four years.
He began his career as a Royal Naval Officer after reading sciences at Cambridge University. He then served as a senior civil servant in defence and security, serving as an Executive Director on the Board of his department for eight years. In 2006 he joined a leading global investment bank as a managing director, retiring in early 2011. He was appointed CBE in 1997.
He has lived in Chelmsford since his schooldays and has remained closely involved with the local community. He retains a strong interest in technology and is a strategic advisor to a UK technology company and on the Board of the Institute of Security and Crime Science at University College London.
